SIL was developed as part of the Community Choice Act, a bipartisan bill that would provide funding for community-based housing options. The bill has not been introduced into Congress yet, but is expected to be introduced this summer. In 2008, HUD released the final version of the Housing Choice Voucher Program Accessibility Guidelines, which were designed to address issues that can arise when homebuyers apply for housing vouchers under the program. The guidelines included provisions designed to increase access to SIL in accordance with the American with Disabilities Act (ADA).
The SIL rules require new housing providers to SIL Houses establish policies that comply with ADA. Providers are required to create policies to ensure that residents with disabilities can safely and independently live in their homes. They must include an accessible bathroom, a kitchen, a living room with a fireplace or gas fireplace, and at least one bedroom with a walk-in closet or storage space. They must allow residents to bring their service animals into their homes, and must provide safe environments for people who use wheelchairs. They must offer wheelchair-accessible ramps, handrails, and elevators. Providers must also offer independent access controls for appliances, doors, lights, and thermostats, and accessible parking areas.
